Start with ARVAN.

Open this start page in Safari. Tap Share → Add to Home Screen, name it ARVAN, and enable Open as Web App where available. Open the new icon and register that app instance once. Safari and the Home Screen app may keep separate sign-ins.

Keep the café iPads signed in to the private site. Staff then use their own ID and PIN inside ARVAN. This is a web app pilot, not an App Store download.
